Antea Polska S.A. will perform the function of Owner's Engineer for the construction of the Baltic Power offshore wind farm with a capacity of up to 1.2 GW, located north of the Baltic Sea coastline, at the level of Leba and Choczewo.

Baltic Power Offshore Wind Farm

The project involves the construction of 76 wind turbines with a unit capacity of 15 MW and a height of more than 200 meters, operating in the area of about 130 square kilometers, as well as foundations, offshore and onshore substations, and export and internal power cables. 

The onshore substation will serve as a hub for the cable lines transmitting electricity from offshore substations nearly 30 kilometers away. The onshore cable section will measure about 7 km in length and will be almost entirely routed underground.

The offshore wind farm will be located 23 km north of the Polish coast, at the height of Choczewo and Leba, in the Exclusive Economic Zone of Poland.

Upon completion, the farm will be able to supply more than 1.5 million households with renewable energy.

Scope of services provided by the Owner's Engineer

The project is carried out on the basis of FIDIC contract conditions (yellow book). Under the contract, Antea Polska S.A. is responsible for, among other things:

  • Service of investor supervisory and control of compliance of works performed in connection with Baltic Power Project
  • Coordination and supervision of design and construction works carried out by the Contractor of Works, in terms of Investment, including control of the quality of the works performed, the constructed elements and the materials used in accordance with technical specifications for the works and materials, including the enforcement and verification of the required documents, certificates, attestations, quality certificates, etc., before their construction,
  • Scrutiny, verification, acceptance and managing of all project documentation delivered by other EPCI Contractors
  • Giving opinions on the compliance of design works with the Construction Law and its executive regulations and the PN - EN ISO 19650: 2019 standard
  • Verification of construction, detailed, As-built and if needed BIM documentation as well as all technical documentation, considering the economic aspect of the proposed design solutions 
  • Administration and management of Contract
  • Accounting for Contract including payments and cashflow, supervision of compliance with the investment budget and proposing feasible alternative technical solutions that may affect its economic optimization
  • Management, monitoring and control of the Contract in financial, schedule and organizational terms
  • Service of technical advisory  
  • HSSE and quality management
  • Supervision over the removal of defects in the subject of the Investment during its execution, including acceptance of recovery programs
  • Support in obtaining all administrative permits
  • Participation in inspections carried out by the Construction Supervision Authority and other bodies authorized to inspect
  • Verification and confirmation of the necessity to perform any additional works and verification of cost estimates for additional works 
  • Participation in the start-up works of the Investment

The construction of the Baltic Power offshore wind farm is a project implemented by Orlen in partnership with the Canadian company Northland Power. It is currently the most advanced offshore wind farm project in Poland. According to the schedule, production of zero-emission energy will begin in 2026.
