On 6 February 2026, Antea Polska S.A. signed a contract with OPEC Sp. z o.o. for the preparation of full design and cost-estimate documentation, including obtaining a building permit, for new heat generation units to be constructed at the OPEC District Heating Production Plant in Wejherowo.

The investment covers the development of the following projects:

  • 2.5 MW solar farm,
  • 8 MW wood chip biomass boiler,
  • 12 MW electrode boiler,
  • 12 MW gas-oil boilers,
  • 3,000 m³ heat accumulator,
  • 1.7 MW cogeneration heat recovery system,
  • Conversion of a WR-8 boiler for biomass combustion (pellets, PKS) with a capacity of 6.8 MW, together with the equipment, IT systems and automation necessary for the operation of the above-mentioned sources.

On 30 January, OPEC received an environmental decision enabling the implementation of the heat sources specified in the agreement – this is a key formal step allowing the investment process to continue.

The signing of the agreement is an important milestone in the process of decarbonising OPEC's generation sources and an important element of the plan to achieve climate neutrality by the Wejherowo heating system. The implementation of the investment will enable the complete cessation of coal combustion by 2029 and will ensure that the Wejherowo system has the status of an energy-efficient heating system, in accordance with the applicable regulations and directions of the sector's transformation.

The project will be implemented in stages – from the development of the concept and construction designs, through obtaining a building permit, to optional author's supervision at the tender and construction stages.

Jarosław Krzyżanowski, President of the Management Board of Antea Polska S.A.

“We are pleased to contribute to a project of strategic importance for the region’s energy transition. The investment scope includes renewable heat sources, thermal storage, and the integration of multiple technologies into a single coherent and efficient district heating system. Our goal is to deliver documentation enabling smooth, phased implementation and to support OPEC in its decarbonisation process.”

Wojciech Folejewski, President of the Management Board of OPEC Sp. z o.o.

“The contract we have signed is one of the most important steps in the transformation of OPEC’s district heating system in Wejherowo. It is a real milestone in the decarbonisation of our generation sources. We are consistently building a modern, low emission energy mix predominantly based on renewable energy. The obtained environmental decision and the commencement of the design phase bring us closer to our goal of completely eliminating coal combustion by 2029.”

Maciej Bodal, Head of the Department responsible for project implementation at OPEC

“We are entering an intensive design stage. The key challenge will be to develop infrastructure in a way that ensures proper phasing, maintains continuity of heat production, guarantees supply security for our customers, and creates an integrated and flexible district heating system. We are designing solutions that will ensure diversification of heat sources, optimisation of operating and generation costs, and compliance with future emission regulations that will come into force after 2029.”
