Antea Polska S.A., in consortium with “Energopomiar” Sp. z o.o., will perform the role of Owner’s Engineer for the project “Construction of a gas and steam (CCGT) unit in Gdańsk with a net capacity of approx. 560 MWe along with the necessary technical infrastructure”, implemented by CCGT Gdańsk sp. z o.o., a company belonging to the Energa Group.

About the investment

The CCGT unit will be located in the Rudniki district of Gdańsk. The project is distinguished, among other things, by an innovative and unique solution on a national scale: the use of water from the Wschód Wastewater Treatment Plant for cooling and supplying the steam system, which fits perfectly with the idea of a circular economy.

The construction of gas and steam units is a significant element in the implementation of Poland's Energy Policy up to 2040. These units are characterised by more than twice as low emissions compared to coal-fired units, as well as high operational flexibility, enabling a rapid response to the needs of the power system.

The new CCGT Gdańsk unit will be one of the key sources balancing the National Power System, supporting Poland’s energy transition towards a low-emission economy.

Subject of the contract

The subject of the contract is to act as the Owner’s Engineer during the construction of the gas and steam unit in Gdańsk, for the following tasks:

  • Construction of a gas and steam (CCGT) unit in Gdańsk with an installed net capacity of approx. 560 MWe, together with the necessary technical infrastructure
  • 110 kV cable line for the station’s own needs – to GPZ Gdańsk Pleniewo
  • 400 kV overhead power line for power evacuation from the station – to GPZ Gdańsk Błonia
  • Construction of roads along with technical infrastructure for the planned gas and steam power plant in the area of the Wschód Wastewater Treatment Plant in Gdańsk

Scope of the Owner's Engineer’s duties

As the Owner’s Engineer, we will exercise comprehensive supervision over the implementation of the investment, ensuring its proper course in technical, organisational, formal and financial terms.

  1. Coordination and supervision of project implementation
    We will be responsible for the coordination and control of all participants in the investment process. The Owner's Engineer’s task will be to supervise the compliance of the works carried out with the design documentation, contracts, regulations and schedule, with due attention to timeliness, quality and work safety. We will represent the Employer in contacts with individuals and third parties and enforce the provisions of the Contract.
     
  2. Technical management and investor supervision
    As the Owner's Engineer, we will perform the function of supervision inspectors in all investment sectors. We will carry out ongoing construction site inspections, verify the quality of materials and technologies used, and approve proposed methods for carrying out works. We will participate in tests of installations and equipment, factory acceptance tests, and procedures for obtaining occupancy permits. We will also ensure health and safety control and supervise Contractor resources.
     
  3. Verification of documentation and costs
    As part of our function, we will analyse and verify design documentation – including construction and execution designs, technical specifications, cost estimates and schedules. We will review design changes and prepare recommendations for additional, substitute or abandoned works. Our task will also be to control the compliance of the implementation with the technical and financial assumptions of the investment.
     
  4. Support for the Employer
    We will support the Employer in construction, technical, environmental, administrative and formal matters. Our support will include participation in tender procedures, negotiations, and the resolution of claims and disputes. We will inform about potential risks to the project and propose corrective and preventive actions to minimise investment risks.
     
  5. Material and financial management
    We will carry out comprehensive settlement and financial monitoring of the investment, including the control of material and financial schedules, cost estimates and reports. We will ensure supervision over the settlement of basic, additional and substitute works, providing full financial transparency of the project and supporting the Employer in the investment reporting process.

Antea Polska S.A. has extensive experience in the implementation of key energy investments in Poland, acting as Owner’s Engineer in projects such as the construction of the Baltic Power offshore wind farm with a capacity of up to 1.2 GW and the adaptation of the Połaniec Power Plant to the requirements of the power market. The company is also involved in projects related to renewable energy sources. Currently, we are acting as Owner’s Engineer for the construction of a set of solar collector complex for hot water for the city of Gliwice, together with a heat storage facility and the expansion of the existing heating plant with a steam block with a multi-fuel boiler generating heat and electricity in high-efficiency cogeneration at the PEC-Gliwice site, supporting the energy transition of cities.
